I believe that the admins should login almost every day. They should help users, fix articles, etc.

That's a very interesting parliamentary system. It's good to include all groups of people in decision-making, not just politicians. We have a smaller version of this, called the Yurtyzstani Revolution Advisory Council, which comprises any influential people in Yurtyzstan (both members of the Presidium of the Assembly, any major business or provincial leaders, renowned scholars, etc.).

I would definitely agree, although let's not do too many things all at once. MicroWikia has a very small staff and user base and as such isn't capable of simultaneous widespread improvement campaigns.

Improving the quality of articles is the most pressing problem for the Wikia right now. Admins should be clocking a significant amount of time every day combing through and fixing up articles. After that is more or less finished, as Ben said, tutorials should be created to ensure that all future articles created are of a satisfactory quality. Establishing a community, while important, is not as urgent of a problem, and can be dealt with after there is a quality wiki to go along with it.

That would be about -9/10 left/right and -2/3 authoritarian/libertarian.

I recently thought of creating video tutorials, but I am not sure how would they be recorded and what would be they about.
Maybe, how to create infoboxes?

For the recording software, http://camstudio.org/ would work, I believe.
As for subjects, the infobox idea would be good. Maybe a article nav bar tutorial too.
We could possible have a section where people could request tutorials, as well.
